Outdoor Recreation and Conservation Plan
The Montelores Coalition’s DRAFT Outdoor Recreation and Conservation Plan (ORC Plan) serves as a shared regional roadmap balancing recreation and conservation in Montezuma and Dolores Counties. Developed through extensive collaboration with local governments, land managers, agricultural producers, conservation groups, recreation interests, community organizations, and residents, the plan identifies priorities, opportunities, and challenges related to outdoor recreation, conservation, working lands, economic vitality, and community well being.
The plan is designed to help guide community informed decision making across the region. Rather than focusing on a single project or issue, it establishes long term goals and strategies that support healthy landscapes, resilient communities, meaningful outdoor experiences, and sustainable economic opportunities. It reflects both public input and existing local, regional, state, and federal planning efforts to ensure that Coalition initiatives align with broader community needs and priorities.
Action Planning Matrix
The DRAFT Action Planning Matrix, Appendix B of the Outdoor Recreation and Conservation Plans, serves as the Coalition’s living implementation tool. The matrix takes each goal and strategy identified in the plan and proposes actionable next steps by outlining possible actions, identifying potential partners, noting funding opportunities, and helping prioritize projects across the region. The Action Planning Matrix is in an early stage. We’ve identified some early ideas based on community input. Over the next year, our Roundtable will begin assessing feasibility and support and adding new potential actions.
Because conditions, partnerships, and community needs continue to evolve, both documents are intended to remain adaptive over time.
The Outdoor Recreation and Conservation Plan is reviewed and updated on a five year cycle, while the Action Planning Matrix is revisited annually by the Roundtable as projects advance, new opportunities emerge, and priorities shift.
Together, these documents provide the foundation for the Coalition’s initiatives, partnerships, and on the ground implementation efforts throughout Montezuma and Dolores Counties.
